Shawnee County “Open for Business” in 3-0 Vote on Utility Solar & Batteries

Shawnee County has taken a significant step towards embracing renewable energy by approving a new ordinance that permits utility-scale solar projects, following a unanimous 3-0 vote by the County Commission. This decision marks a departure from the previous moratorium on large solar developments, establishing a comprehensive permitting framework designed to facilitate the rapid deployment of clean energy. The move comes amid growing concerns over energy affordability, with the ordinance aiming to provide cheaper, sustainable power options for local residents. The ordinance was shaped through extensive public engagement and collaboration with various local stakeholders, including environmental groups like the Sierra Club, labour unions such as AFL-CIO and IBEW, and civic organisations like the League of Women Voters. Initially, the draft limited solar installations to 240 acres and prohibited battery storage, but advocacy efforts led to expanding the maximum project size to 640 acres and removing the ban on battery energy storage, which will now be regulated under updated fire safety codes. This balanced approach reflects a compromise intended to encourage investment while maintaining community and environmental safeguards.
